This week, the Washoe County School District trumpeted winning a national award for "tremendous gains in increasing its graduation rate (and) increasing the achievement of minority of low-income and minority students.
It ain't necessarily so. Recent graduation rate increases are bogus.
How? When you don't
like the score, just change the count. The Giants and Athletics
should have it so easy.
I reported on May 20 that Charlotte Observer education reporter Ann Helms, who spent a week in Nevada researching former Washoe Superintendent Heath Morrison's record, wrote that
"Morrison introduced a door-to-door campaign to locate the hundreds of students a year who were listed as 'vanished,' along with those who had officially dropped out, and get them into school. If dropouts who are 18 or older enroll in the Washoe Adult High School, they are switched into the 'transfer out' category, which means they're removed from the calculation entirely, counting neither as graduates or dropouts. Morrison says it's better to have those young adults working on their education than sitting at home, but he acknowledges it's too early to say whether they'll be successful."
By wiping those students
off the books, the graduation rate was biased upward.
As I predicted last spring, the huge jumps Morrison reported could not be sustained for a third year.
He blew out for North Carolina.

I further warned that bogus "improvements" would cause moonhowling conservatives to pimp a bogus conclusion that cutting education budgets improves education.
Sen. Greg Brower, R-Reno, said just that on Sept. 28.

Touch a Smart Meter, Go to Jail. A southern Nevada woman reportedly developed serious health problems after NV Energy installed a smart meter on her home.
When they wouldn't remove
it for months, she had a licensed electrician install an analog meter she purchased.
So NVE allegedly sent men with guns to remove her meter.
She has been without power for more than a month.
NVE confirmed the Gestapo tactics to me:
"Our revenue protection team, which is part of our security department, responds to incidents of meter tampering, which includes meter removal. When meter tampering has occurred, our revenue protection team turns off power to the residence or business. To have power restored, the customer must have their electric panel repaired by a licensed electrical contractor, pass a building inspection by the appropriate city or county jurisdiction and pay any fees to NV Energy associated with the incident."
The Nevada Public Utilities Commission will hold smart meter consumer sessions this Friday, Oct. 12, in the Washoe County Commission Chambers, E. Ninth and Wells Ave., at both 1:30 and 6:00 p.m.
A Reno resident called the fire department about her smart meter catching fire on June 16. NVE frontwoman Faye Andersen informed me that she could not discuss individual cases and had not heard of the incident. She then sent me the above policy.

ADIÓS, COMPADRE Our friend Travus, 75, passed away peacefully between 2:00 and 3:00 a.m. PDT on 18 May 2012 at his home in Silver City, Nevada. The sun is in eclipse as I write this at 6:30 p.m. on May 20.

The graveside memorial service began at High Noon. Travus was buried next to his rock star companion Lynne Hughes, a short walk away. My remembrance of Lynne from the 3-21-1993 Daily Sparks Tribune has been linked to Travus' formal obituary at this website. All memories accepted for permanent posting hereat. By one conservative estimate, the corporate right has spent about $3 billion over the past three decades manufacturing public opinion to suit big business goals. Lapham's number covered the early 1970's to the present day. Alex Carey noted that by 1948, anti- New Deal corporate propaganda expenditures had already reached $100 million per year, not adjusted for inflation, for advertising alone. (Carey, ibid; page 79)
Adjusted for inflation, that 1948 $100 million becomes $801,659,751.04 in 2005 dollars.
